What is SEBAC?
SEBAC
stands for State Employees Bargaining
Agent Coalition. SEBAC is made up of all
Connecticut State employee unions bargaining together on
behalf of their members.
Why was SEBAC
formed?
The Connecticut state employee unions recognized the
importance of working together as a collective force when
negotiating with the State of Connecticut on common issues
like pension and healthcare. In 1984, the collective
bargaining statute was amended to require that all changes to
the pension and healthcare plans be negotiated with the SEBAC.
What does SEBAC do?
Acting as a coalition governed by representatives of each
state employee union, SEBAC negotiates on behalf of
Connecticut state employees, primarily on the subjects of
pension and health benefits. Under the direction of
union representatives, SEBAC also lobbies at the State
Capitol, and may conduct other joint activities regarding
issues that are of importance to all Connecticut state
employees.
Is SEBAC a democratic
organization?
Yes. While most decisions are made by consensus of all
unions that are part of the coaltion, there are formal voting
procedures which alot votes based on the size of union
membership. All SEBAC agreements must be voted upon and
ratified under the democratic rules applicable to each
individual union
